Vice President JD Vance threatened to abandon Russia and Ukraine peace negotiations on Wednesday ahead of a high-stakes meeting in London where the two nations are to discuss President Donald Trump’s “final offer.”

“We’ve issued a very explicit proposal to both the Russians and Ukrainians, and it’s time for them to either say yes or for the US to walk away from this process,” Vance told reporters during his trip to India. “We’ve engaged in an extraordinary amount of diplomacy.”

“The current lines, somewhere close to them is where you’re ultimately, I think, going to draw the new lines in the conflict,” Vance added, making it clear that Ukraine would have to give up territory to Russia.

Secretary of State Marco Rubio, who was expected to take part in the tense London discussions, is not appearing at the summit, where the U.S. is expected to continue its push for a quick end to the conflict despite Ukraine’s commitment to keeping territory occupied by Russia, according to CNN

Meanwhile, the U.S. has the expectations that Ukraine will respond to the peace proposal, which includes official U.S. recognition of Crimea as part of Russia and “de facto recognition” of most of the areas Russia has occupied since the 2022 war began, sources familiar with the discussions told Axios.

The deal also includes Ukraine being barred from joining NATO, but with the option of joining the European Union (EU), according to a one-page document outlining the key points of the proposal that was presented to European leaders in Paris last week.

Furthermore, all sanctions that have been imposed on Russia since 2014 would be lifted and Washington and Moscow will pledge to work together for economic gain, specifically energy production, according to Axios

In return, Ukraine would receive a “robust security guarantee” from European and non-European countries, but the details of the guarantee still remain to be specified.

Kyiv would also receive funding to help rebuild, although the proposal did not indicate where that money would come from.

Wednesday’s talks follow a meeting between leaders from the U.S., UK, Germany and France last week where America’s plan was discussed.

Keith Kellogg, Trump’s special envoy for Ukraine and Russia, will represent the U.S. in London, CNN reported.
